Parking Decals
The permit issued by Phoenix College is valid at any Maricopa Community College. On autos and trucks, parking permits should be placed or affixed on the inside of the lower front windshield (driver's side) so that they may be viewed from the outside. On motorized cycles, the permit shall be placed or affixed where it can be seen without difficulty on the front fender or fork.
If you have questions or concerns about parking permits, please speak with a College Police officer. Decal permits are no longer required for students parked at the Phoenix College main campus.
REQUIRED AREAS Decals are required at the following lots:
- Nursing
- PC ITI
- Health Education (HE) parking lots
OBTAINING A DECAL Follow these steps:
- Fill out a Parking Permit Application, available at the College Police Office
- Bring your Current Student ID or Employee Badge
- Bring your Vehicle Registration (you must show a vehicle registration for each vehicle to be registered at Phoenix College)
COST Parking decals are free to PC students, faculty, and staff.
Motorized Cycles/Bicycles
Designated parking is provided for motorized cycles and bicycles. The College Police Department recommends using designated areas for parking these types of vehicles. Bicycles chained and locked to anything except bike racks are subject to impoundment. The locks may be cut at the owner's expense.
Disabled Parking Permits
Vehicles must display a current disabled parking permit issued by the state of Arizona, or any other state, to lawfully park in a space designated by a disabled parking sign and/or a painted disabled insignia.
To obtain a permit, bring your current Student ID and Vehicle Registration to Police Department Office at the lower level of the Parking Garage. Applicants must show a vehicle registration for each vehicle being registered.
FAQ
- Decal permits are no longer required for students parked at the Phoenix College main campus. Decals are ONLY required at the Nursing and Health Education (HE) parking lots.
- Employees are required to display their employee decal at all times.
- The permit issued by Phoenix College is valid at any Maricopa Community College.
- There is no fee for the parking permit.
- An out-of-state/out-of-county student or employee who operates or parks a motor vehicle on college property must sign an affidavit that the vehicle complies with Arizona Revised Statute 49-542 relating to vehicle emission testing and compliance. Vehicles which do not comply will not be issued a parking permit.
- On autos or trucks, parking permits should be placed or affixed on the inside of the lower front windshield (driver's side) so that they may be viewed from the outside. If there are any questions or problems concerning the parking permit please speak with a Police Officer.
- Temporary permits shall be placed on the dashboard so they may be easily viewed from the outside.
- The enforcement of all rules and regulations governing the operation of vehicles and non-pedestrian devices shall be carried out by the Public Safety Division under the direction of the Director of Public Safety.
- Lack of familiarity with these rules and regulations does not constitute a defense for failure to comply. It is the responsibility of the operator and/or that person responsible for the vehicle to operate safety that vehicle in full compliance with these regulations.
- Upon receipt of a college parking vehicle permit, it shall be presumed that a permit holder has a complete understanding of these regulations.
- A full disclosure of all parking/traffic regulations is available for inspection in the College Police Department.
- Parking is restricted to vehicles with college business.
- An area posted with short-term parking limits may only be used for the purpose of conducting short-term business in a college facility and only for the specified time limits. Exceeding the specified time limits is prohibited.
- Vehicles must display a current disabled parking permit issued by the State of Arizona or any other state in order to park in a space which displays a disabled parking sign and/or a painted disabled insignia.
- Red curbs indicate no-parking zones. Parking in red zones, entrances to buildings, driveways, in front of garbage dumpsters, fire lanes, and fire hydrants is prohibited.
- Employee parking has been designated around the campus, in order to park in these spaces a faculty/staff parking permit must be displayed on the vehicle. If there is no proper permit displayed a warning/citation could be issued.
- Driving into or parking in an area not designated for use or closed by the use of barricades, chains, or other vehicle control devices is prohibited.
- Parking or blocking pedestrian paths, sidewalks, crosswalks and striped safety zones is prohibited.
- Parking in a manner as to impede or obstruct properly parked/moving vehicles is prohibited.
- Where parking stall lines are marked, operators must park within the stall lines. In diagonal spaces, vehicles must be parked facing the center line. No driving through or backing into spaces is permitted.
- Designated parking is provided for motorized cycles or bicycles. College Police recommends that these areas be used for parking of motorized cycles and bicycles. Bicycles that are chained and locked to anything except bike racks are subject to impoundment. The locks may be cut at the owner’s expense.
Note: Parking regulations are in effect 24 hours per day, 7 days a week. Exceptions are not made for special events, games, etc…
- Except for college service vehicles, driving motor vehicles, motorized cycles, and bicycles on pedestrian paths and sidewalks is prohibited.
- The maximum speed limit in all college parking lots is 15 mph.
- All accidents involving vehicles that occur on college property must be reported to the College Police Department office.
- All state laws governing the movement and operation of motor vehicles are adopted by the Governing Board for control of vehicles on college property.
- Bicycle parking is restricted to the racks provided.
- A bicycle parked on a sidewalk or at an entrance to or in a building, or secured to a tree, light pole, sign post, or any other unauthorized area shall be subject to impoundment.
- Bicycles must comply with Arizona traffic laws and campus traffic regulations. Every bicycle used from dusk to dawn must be equipped with a white headlight and a rear reflector (ARS §28-817).
- The college maintains the right to cut locks, chains, and/or cables for the purpose of impounding any bicycle parked or stored in violation of these regulations at the owner's expense.

Employees and students violating traffic regulations are also subject to institutional discipline, vehicle towing and impoundment, withdrawal or suspension of parking privileges, encumbrances of records, or both, and oral or written reprimand.
All fines are doubled if not paid within fifteen (15) working days.
- Habitual or flagrant disregard of vehicle control regulations by students is grounds for suspension or expulsion from the institution.
- Habitual or flagrant continued disregard of parking relations by a college employee may affect the individual's salary and continuation of employment (ARS §15-1449C).
- If a person fails to respond to a notice of violation of a parking and traffic regulation, a report may be sent to the appropriate Vice President or Director for action.
åWhen a notice of violation of the Parking and Traffic Regulations is issued, the recipient shall either pay the penalty directly or request and opportunity to be heard before the College Parking and Traffic Appeals Officer.
- Payment: All monetary penalties shall be paid to the cashier in the college business office. Payment may be made by mail or in person. Mailing instructions and penalties are listed on the notice. No violation will be considered cleared until the correct amount has been paid. If a violator loses the copy of the notice, information concerning the notice must be obtained from the Public Safety Office.
- Unpaid Notices: A citation unpaid after fifteen (15) business days following the day the notice was issued shall be considered delinquent and doubled, unless a request for a hearing has been made to the Parking and Traffic Appeals Officer within this period.
The Maricopa District utilizes a registration hold system to enforce academic and fiscal responsibilities. A hold prevents a student with unpaid notices from registering for classes and from receiving copies of transcripts and records. This hold is released only upon payment of delinquent notice(s) at the college business office. Delinquent citations held by a college employee may affect salary and continued employment (ARS §15-1449 C). If a person fails to respond to a notice of violation of a parking and traffic regulation, a report may be sent to the appropriate dean or director for action.
Appeal
A person who receives a College parking or traffic violation notice may appeal the notice in the following manner:
- If you wish to file an appeal- you must do so within 15 days of the receipt of the citation. The Citation Appeal Form is located at the College Police Department or under PC Links on the College Police Department website.

Failure to Appeal: Failure to submit an appeal request before the end of the above business day appeal period shall not be eligible for a hearing and relinquishes the right to further appeal.
- Request for Hearing: An individual may request a hearing by filing a form obtained from the Public Safety Office within ten (10) business days after the issuance of a citation. The form may be left at the College Police Department or sent through the mail.
- Establishment of Hearing: Upon receipt of a request, the Parking and Traffic Appeals Officer will schedule a hearing and notify the appellant of the date and time to appear (written appeals are accepted). Failure to appear or submit a written appeal by this scheduled hearing shall result in confirmation of violation, forfeiture of penalties paid and waiver of further right to appeal. The Parking and Traffic Appeals Officer may confirm, reverse or modify the citation and penalty.
College Appeals Board
A person who receives an unfavorable decision from the Parking and Traffic Appeals Officer may appeal that decision to the appeals board which is composed of representatives of faculty, staff and students. An appeal is subject to the following conditions being met:
- An official appeal form may be filed with the Parking and Traffic Appeals Officer. Forms are available in the Public Safety Office.
- A decision is subject to consideration by the appeals board only after a sum equal to the amount of the penalty has been paid and the receipt is attached to the appeal.
- Such appeals must be filed within (10) business days after the date of the parking appeals officer's decision.
The Parking and Traffic Appeals Officer will schedule a hearing with notice to the appellant to appear and be heard if he/she so chooses. At the hearing, the board may either approve or reverse the decision of the Parking and Traffic Appeals Officer or modify the sanction. A refund of the payment in accordance with the decision will be processed for the appellant by the college business office.
Judicial Review
Any person who has received an unfavorable administrative ruling from the appeals board has the right to have the ruling reviewed by the Maricopa county Superior Court in accordance with the provision of Title 12, Chapter 7, Article 6, Arizona Revised Statues. This judicial review process is at the expense of the plaintiff.
The Maricopa County Community College District and the State Board of Directors for Community Colleges reserve to amend these regulations at any time to promote and ensure fair and safe usage of that property and facilities under the control and jurisdiction of the college.
Notice of change(s) will be published in the local campus media and will be effective immediately.
